A Saturn Omnichain project hook that registers `afterInitialize` as a no-op callback. Initial liquidity setup is performed via a separate `initializePools()` function that invokes an `ISaturnOmnichainLiquidityBootstrapper` contract and records the initial tick. Has no swap-time logic — swaps execute identically to a standard Uniswap v4 pool.
